Starting from 9th June 2018 a new regulation entered in force: “Indirizzi regionali in materia di tirocini” (DGR 7763/2018), which introduces changes regarding the activation and the management of internships, particularly the extracurricular ones (the ones carried out after graduating).
Such changes especially affect the hosting employer (company/institution) and the sponsoring institution (Università Bocconi), but interns are affected too.
Here you can find the main changes introduced by the new regulation and the steps you have to follow in order to activate the internship.
1.Unemployment status: since a graduate carrying out an extracurricular internship is considered unemployed (art.19 DLGS 150/2015), once you graduate you will have to prove – before the beginning of the internship – your unemployment status by uploading to your “Attachments Area” on JobGate (section “My Internships”) the following documents:
- "Dichiarazione di Immediata Disponibilità" (DID): this is the way identified by law to acquire the unemployment status. You can obtain it with an online procedure or, in case additional support is needed, at an accredited operator for employment services in Regione Lombardia or at an employment center (“Centro per l’impiego”).
The online procedure can be completed:
— on Sistema Informativo Unitario del Lavoro – SIUL (https://siul.servizirl.it), by SPID authentication or using your national/regional health insurance card (CNS) with the related reader/software and PIN.
— on Agenzia Nazionale per le Politiche Attive del Lavoro – ANPAL portal (www.anpal.gov.it), by SPID authentication or using your national/regional health insurance card (CNS) or eID (CIE) with the related reader/software and PIN.
- "Patto di Servizio Personalizzato" (PSP):
(NEW: PSP no more deeded for internships in Regione Lombardia. Click here for more information)
once you obtained DID, you will have to confirm your unemployment status by signing a personalized agreement of service (PSP), in which you commit to carry out certain activities in order to find a job. You can sign the PSP at an employment centre (“Centro per l’Impiego”) or at an operator for employment services accredited in Regione Lombardia.
If the date of the appointment to sign the PSP is scheduled after the beginning of your internship, you can upload a self-certification on JobGate, in which you declare you booked the appointment to sign the PSP.
If you choose an accredited operator different from a “Centro per l’impiego”, you can decide to refer from the beginning to this single operator, that will be able to support you in the process of obtaining both the DID and the PSP.
You can download here the list of operators you can turn to in order to sign the “Patto di Servizio Personalizzato” (PSP) (in Regione Lombardia) — list to be updated.
For additional information, please refer to Regione Lombardia’s site - only in Italian.
2. Minimum compensation: the minimum amount for extracurricular internships has been raised to 500€ gross per month, the compensation can be lowered to 400€ if meal vouchers or access to the canteen are offered or to 350€ if the daily commitment of the intern does not exceed 4 working hours.
3. Minimum duration: the minimum duration of an extracurricular internship (after graduation) in Italy is now 2 months.
Please remember that in case of graduation during the internship, you will have to meet all the requirements of the extracurricular internships by the day of the graduation. If you fail to comply with the regulation by that date, your internship will be suspended until it meets all the above mentioned requirements.
