Bocconi, a New Observatory on Public-Private Partnerships
In recent years more and more different models of collaboration between public and private actors have become commonplace which have made available resources and competences to support the development of companies and the strengthening of infrastructures. Such collaborations have acquired a particular importance in Europe, as a result of the need to contain public expenditure, but have also proved efficient in countries with a greater financial stability. These forms of collaboration will now be object ofstudy by a new observatory, the PPP Monitor (MP3), an initiative of Bocconi with the support of the partners Cassa Depositi e Prestiti, Boston Consulting Group, Ernst & Young and Gianni-Origoni-Grippo-Cappelli & Partners.
The activities of the observatory MP3, born on initiative of Guido Corbetta and Stefano Caselli of Bocconi, consist of scientific and general research and focus groups and seminars, with the main national and international subjects, to stimulate a debate on the role of thedifferent forms of public–private partnerships in creating value and development.
Members of the management board are, apart from Stefano Caselli e Guido Corbetta, Filippo Annunziata and Elio Borgonovi of Bocconi, Dante Roscini, Harvard Business School, and Fabio Sattin, chairman Private Equity Partners. The steering committee is led by Angelo Provasoli, Università Bocconi, and is formed by Marco Airoldi, managing partner Boston Consulting Group, Claudia Bugno, president Comitato di gestione del Fondo centrale di garanzia per le PMI – Italian Ministry for Economic Development, Renato Giallombardo, partner Gianni, Origoni, Grippo Cappelli & Partners, Giovanni Gorno Tempini, ceo Cassa Depositi e Prestiti, Donato Iacovone, managing partner Ernst & Young Mediterranean, Andrea Montanino, executive director for Italy at the IMF, Giovanni Sabatini, director general ABI, Marcella Panucci, director general Confindustria and Guido Corbetta. Veronica Vecchi, Università Bocconi, is the operative coordinator.
"MP3 is an attempt by Bocconi to create a point of reference for private and public organizations, national and international, on public–private partnerships. Its activity is mainly focused on producing influential research not only to feed debate but also to support the development of new models of partnership," explains Corbetta. " We have in program certain very interesting themes for study, the first on the forms of PPP to support the risk capital of companies."
"Also, we are working on the comparison between mission, governance and activity of Cassa Depositi e Prestiti, the German KfW tedesca and the French Caisse des Depôt and on the types of use of structural funds as a lever to increase the offer of guarantees and capital in a public-private logic," adds Vecchi. "Then there is the theme of investments in infrastructure, with the objective of understanding how public policies, regulatory frameworks and contractual structures can be amended to attract additional investors and close the infrastructure gap."
